I'm Jason Kindler, President (NMLS #157168) of First Coast Mortgage Funding here in Jacksonville. If you're a nurse, teacher, deputy, firefighter, or servicemember in Duval County, this program may help you buy sooner than you think. Here's how it works in plain English.

What is the Florida Hometown Heroes program?

Hometown Heroes is a state program run by the Florida Housing Finance Corporation. It's designed to help Florida's workforce buy a home in the community where they work and serve. Eligible buyers get a first mortgage (FHA, VA, USDA-RD, or conventional) plus down payment and closing cost assistance.

How much help can I get?

  • Up to 5% of your first mortgage loan amount
  • Minimum $10,000, maximum $35,000
  • Paid as a 0% interest, non-amortizing, 30-year deferred second mortgage, so there's no monthly payment on it

Important: this assistance is not forgivable. The full balance comes due if you sell the home, refinance the first mortgage, transfer the deed, or stop living in the home as your primary residence.

Who qualifies in Jacksonville?

For the 2026 program, Florida Housing limits eligibility to:

  • People employed full time by a Florida-based employer as a health care worker, school staff member, first responder, public safety or court employee, or child care worker
  • Servicemembers of the U.S. military or reserves, the U.S. Coast Guard or its reserves, or the Florida National Guard
  • Veterans employed full time by a Florida-based employer

That's a big deal in a military town like Jacksonville, with NAS Jacksonville and Naval Station Mayport right here.

You also need to:

  • Be a Florida resident buying a primary residence
  • Be a first-time homebuyer (Florida law waives this for active-duty servicemembers and veterans)
  • Meet the program's income limits, which vary by county and household size
  • Work from, or report to, a physical Florida location for your employer

Only one occupying borrower needs to meet the occupation requirement.

What are the 2026 loan limits in Duval County?

Your first mortgage still has to fit the loan program's limits. For a one-unit home in Duval County in 2026:

  • FHA loan limit: $580,750 (HUD)
  • Conforming loan limit: $832,750 (FHFA)

Income limits and maximum purchase prices for Hometown Heroes are published separately by Florida Housing and can change during the year, so I check the current chart for your exact situation.

Does it cost anything to apply?

No. Florida Housing states there is no cost to apply for Hometown Heroes assistance. If anyone asks you to pay an upfront fee just to apply, walk away. Florida Housing asks that you report it to its Inspector General's Office.

How do I get started?

  • Talk with a participating lender. You apply through an approved loan officer, not directly with the state.
  • Confirm your eligibility. We review your occupation, employer, income, and first-time buyer status.
  • Get pre-approved. Then you shop for a home in Jacksonville, Orange Park, St. Johns, Fleming Island, or wherever you're looking in Florida.
  • Reserve funds early. Program funding is limited, so timing matters.
